With more than 40 years in civil construction, Tom O’Connell leads United Civil with a rare blend of hands-on expertise and entrepreneurial vision. His career was shaped in the field on complex underground electrical transmission and rail projects, where he developed the decisive leadership style that defines his approach today.
Serving as CEO, Tom sets the tone for the organization, grounded in professionalism, fairness, and a belief that strong relationships drive lasting success. He fosters a culture where teamwork extends beyond the company, building trusted partnerships with clients and collaborators alike. Under his leadership, United Civil continues to grow with purpose, guided by experience and a clear commitment to delivering at the highest level.

Andrew Edward brings an active, field-informed leadership style to his role as President, shaped by deep experience across the energy sector and a strong foundation in finance and commercial operations. He combines strategic insight with disciplined execution, overseeing the performance of United Civil’s directors and ensuring alignment across all departments.
He leads with a focus on building strong teams and maintaining the systems that support them, while sustaining trusted relationships with labor unions across New England and the Tri-State area. Andrew’s leadership ensures that safety, quality, and accountability remain constant, while positioning the company to perform at a high level across every facet of the business.

Michael Dell Isola’s 40-year career in construction has been defined by relationships. From his early days in the field to executive leadership, he has built a reputation for understanding the challenges behind complex energy infrastructure projects and connecting clients with the right solutions.
At United Civil, Michael has led business development with a thoughtful, relationship-first approach. He takes the time to understand each client’s priorities, building trust that extends well beyond a single project. His work continues to open doors to meaningful opportunities while reinforcing the company’s presence across the industry. Alongside his professional efforts, Michael is deeply committed to philanthropy through United Civil Cares and his personal support of nonprofit initiatives.

Evan Haskins leads safety at United Civil with a structured, proactive approach that turns expectations into consistent field execution. He oversees a team of safety professionals, building alignment, accountability, and continuous improvement across all projects.
His strength lies in interpreting field data and incident trends to identify risk early and implement targeted programs that improve outcomes and reduce exposure. Evan works closely with clients to ensure safety requirements are fully integrated into day-to-day operations and not treated as standalone compliance measures.
Holding CUSP, CSP, ASP, and CTSP credentials, Evan brings a high level of technical expertise and industry recognition that strengthens his ability to lead United Civil’s safety culture with discipline and consistency across all operations.

With more than 30 years in utility infrastructure, Jeff Schena brings a field-tested perspective to operations at United Civil. His career has been built delivering complex underground electrical transmission, substation, and natural gas pipeline projects, often in demanding, high-stakes environments.
Jeff serves as the central point for field operations, staffing, and resource allocation, ensuring that the right teams are in place to execute safely and efficiently. He leads with confidence and clarity, motivating field teams to meet the highest expectations for safety, schedule, and cost. His ability to anticipate challenges and guide teams through them has earned lasting trust from clients and partners, reinforcing consistent performance across the company’s work.

Zack Drapeau’s leadership is rooted in the field, where he developed a strong command of construction sequencing and problem-solving as a Superintendent. Today, he brings that same practical mindset to overseeing construction activities across a range of heavy civil and utility projects.
He works closely with United Civil’s Construction Management team and field supervision to ensure alignment between planning and execution. Known for constant communication and coordination, Zack keeps projects moving efficiently while adapting to real-time conditions. His approach builds trust with both crews and clients, driving safe and successful outcomes.

Matt McCann approaches construction management with a focus on preparation, precision, and partnership. With more than a decade of experience in utility infrastructure across the Northeast, he has developed deep expertise in high-pressure natural gas systems and LNG facility projects.
His project experience also spans long-range ductbank and vault systems, along with substation construction, giving him a well-rounded understanding of complex energy infrastructure. He is a proactive planner who works closely with clients to navigate processes and stay ahead of change. Matt’s disciplined approach and clear communication ensure projects remain aligned from start to finish.

Marc Frangiosio brings over 20 years of experience in civil and underground utility construction to his role leading estimating at United Civil. His career has been built on understanding the full scope of complex projects and developing strategies that position them for success from the outset.
He works closely with both internal teams and clients to evaluate challenges, refine solutions, and deliver competitive, well-informed proposals. His experience across substations, gas facilities, and long-range trenching projects gives him a sharp perspective on risk and opportunity. Marc’s leadership ensures that each pursuit is grounded in both technical insight and practical execution.

Ed Azzari’s 30-year career reflects a steady progression through every phase of construction, from the field to leadership. Having served as a Superintendent, Project Manager, and Estimator, he brings a well-rounded perspective to preconstruction at United Civil.
He approaches each project with a focus on planning, foresight, and strong client relationships, supported by a deep understanding of technical excellence and a field-driven mindset. This allows him to responsibly price projects while setting up field execution teams for success. Ed’s leadership ensures that projects are positioned correctly from the outset, grounded in safety, integrity, and performance.

Sean McAuliffe began his career as a field engineer in Boston in 1986, building a foundation that continues to shape his leadership today. Over time, he expanded into project management and grew into a role overseeing both operations and regional development.
As General Manager, Sean focuses on delivering value through strong client relationships and consistent performance. He understands the importance of aligning execution with client expectations, and he works to create opportunities for long-term growth. His steady, experience-driven approach helps sustain both project success and lasting partnerships.

General Superintendent
Rick McQuesten brings 30 years of field experience to his role as General Superintendent, combining technical skill with decisive leadership. His work has spanned complex underground utility projects, including deep excavations and long-range trenching in urban, environmentally sensitive, and campus settings.
He has a strong understanding of field crew capabilities and takes pride in placing the right people on the right project for the right client at the right time. A Local 4 Operating Engineer, Rick maintains strong relationships with union partners, reinforcing collaboration in the field. His leadership ensures work is executed safely, efficiently, and with confidence.

CMA – Director of Finance
Since joining United Civil in 2024, Antonio Moreno has strengthened the connection between finance and operations, ensuring that financial insight directly supports project performance. He leads reporting, forecasting, IT, and compliance with a focus on clarity and accountability.
With more than 15 years in construction finance, including leadership roles at Liberty Group, Bond Brothers, and Dragados, Antonio has built the systems and controls that enable organizations to scale. As a CMA and FMVA, he brings both technical depth and a practical mindset, turning financial data into decisions that move projects and the business forward.

Our Construction Management teams have technical and sophisticated management expertise on demanding, high-value projects. These project leaders work with partners and stakeholders to successfully deliver projects on schedule and on budget to our clients.
Field Supervision
Our Field Supervision teams provide experienced, hands-on leadership that drives execution in the field. They coordinate daily operations and enforce safety and quality standards across all activities on site. Field Supervision maintains clear communication between crews, subcontractors, and project stakeholders to ensure work is performed and executed in alignment with project objectives.
Craft Professionals
Our craft professionals bring the skill and adaptability required to perform in demanding conditions from congested urban corridors to secure, active work zones. Their professionalism and commitment to safety and quality drive consistent, dependable results in the field.
